Mainers deserve new options that result in cleaner air and healthier choices. Pouring pollution into the air and sending our hard-earned money out of state to line the pockets of the fossil fuel industry is not the best path forward for our economy.
Maine needs an ambitious plan to reduce climate-changing transportation pollution. Working together with neighboring states to give Maine hundreds of millions of dollars it can invest here at home just makes sense.
Maine will realize economic, health, and environmental benefits by transitioning to cleaner and more efficient transportation options through adoption of TCI.

As a doctor, I am very concerned about the impact of fossil fuel pollution on the health of children and vulnerable adults in Maine, which has one of the highest rates of asthma in our country. Clean energy for transportation exists and we should be taking every opportunity to switch over from dirty fuel to vehicles that run on clean, renewable energy. The people of the state of Maine, and people in our region stand to benefit financially as well, and the clean energy sector provides opportunity for jobs. It's a win-win-win. I urge TCI states to continue to develop a regional low-carbon transportation policy that would benefit citizens of these states.

If implemented, it will only move generation of emissions to another energy sector, and emissions will increase overall. This will also impose a new distribution architecture to be developed. My state has clearly stated that it does not want additional power lines criss-crossing New Hampshire and destroying its natural beauty, any more than we want solar plants wiping out our forests, or wind plants devastating the bird population.
For the proposed initiative to work using current technology, heavy investment will be needed in rare earth batteries, produced using resources involving child and slave labor. The production of these resources has also involved significant ecological damage. Both of these make electrically driven vehicles an unattractive, even repugnant, option.
As written, the initiative works against its stated goals. Fossil fuels provide the best resource and minimal environmental impact of all known technologies. If anything, we should be encouraging fossil fuel use for transportation over electrical technology, at least until such time as storage and distribution make electrically driven vehicles economically competitive without incentives, with efforts focusing on improving efficiency, as well as extraction and distribution technologies. |

The imposition of such a cap-and-invest system would only raise costs to consumers and accomplish nothing to mitigate or moderate whatever future climate trends are measured or whatever future weather events occur in our region. New York's population is already declining, so this restrictive plan seems likely to accelerate that trend as other regions and states avoid similar misguided ideas. I therefore strongly oppose the adoption of the elements of this most unwise plan. |

Burdening the working poor and the middle class without proof it will work or a truly accurate climate model that proves the goals will work is unconscionable. If the political pressure is so strong that you must "do something " then adopt this proposal but use monopoly money until you have a base line. In a few years scientists should have a working climate model that will prove the whole scheme worthless. Or science could prove me wrong. You might be reluctant to shelve this initiative on my theories but probably not as reluctant as I am to support this on your theories. |

This equity toolkit for TCI provides detailed policy recommendations and resources for ensuring a regional cap-and-invest policy delivers equitable outcomes. It provides guidance to Governors, state agency officials, legislators, advocates, community members, and other critical stakeholders to design a program that is responsive to the needs of low-income families, disproportionately pollution-impacted neighborhoods, and transit-underserved communities.
Our policy recommendations are aligned with the Policy Design Principles for an Equitable Clean Transportation Program, which were delivered to the Transportation and Climate Initiative via the online portal on July 26, 2019. The principles were co-developed by national environmental equity groups and community-based organizations with input from over a dozen racial justice, economic justice, environmental justice, and transit justice organizations. Cost savings through decreased dependency on fuel and risky, depreciating assets (cars); stimulated local and regional economy by improving mobility and connectivity; safe and welcoming streetscapes by transitioning from wide streets and parking spaces to infrastructure that encourages walking and biking. We can stop the long-held assumption that day-to-day living requires high levels of driving congestion, accidents, car pollution, and endless tax dollars for keeping up with vast road maintenance. I’m proud to live in a state that is taking appropriate steps to tackle the climate crisis, and I think that initiatives such as this one will provide for a healthy and prosperous future for those living in the targeted areas. I live in an area that is growing exponentially, and this growth has had, and will continue to have, its costs. My children’s school is less than a mile from home but we have to drive, instead of walk or cycle, because there are no adequate sidewalks or bike lanes. With increasing traffic in the area my family would love to be part of the solution and be one less vehicle on the road. The environmental benefits to this policy I think are obvious but the health benefits maybe not so much unless you or someone you know suffers from breathing problems. I have asthma and there is no doubt that my asthma attacks are increasing in frequency and severity. Knowing that there could be multiple causes for this increase that fact is air pollution has been shown to be one of those causes, and air pollution is something that we can control via policies such as the TCI policy. I want my children to have the same opportunities that I had growing up, but I fear climate change is going to make that very unlikely. For our children and their children and so on, let’s do what we can to ensure they can get to school, work, etc. safely and with as little impact on their one and only home as possible. |

One simple, but accurate, way to calculate the benefits of carbon would divide the US GDP by the number of tons of carbon emitted by all sectors of the economy. Such a calculation would reveal that the benefits of carbon exceed its costs by a ratio of 800:1. You cannot simply look at the cost of carbon in isolation from it benefits. The TDI exhibits this flaw and therefore does not deserve public support. |

It is an investment in the future. Programs like this are needed to slow climate change to allow up to adapt and invent better ways to slow the ever-increasing amount of GHGs. The future costs will be high and will be born not just by us but even more so by our children. Future costs include rising food prices as farms have to adapt to changing weather and temperature, insurance costs as the payouts rise due to more severe weather and flooding, new dikes and roads due to rising sea levels, etc.
Here is the definition of “The tragedy of the commons”: The tragedy of the commons is a situation in a shared-resource system where individual users, acting independently according to their own self-interest, behave contrary to the common good of all users by depleting or spoiling the shared resource through their collective action.

In this case the shared resource is a stable atmospheric chemistry, we all are adding to GHG deficit that we and our children will eventually have to pay back. The longer we wait, the more it is going to cost.
