I call it " living between the highway and the freeway". I notice the remarkable connection between low income, poverty, and homelessness that surrounds this entire area...
We need a big switch in priorities to allow all people who share this city to have the same clean air as do those who can pollute more to live farther away from the city by driving their cars further! MORE POLLUTION FOR US! |

thank Gov. Lamont for being involved in the regional design process and request that Connecticut formally sign on to the initiative. We need the TCI leadership to choose the most aggressive greenhouse gas emissions cap since we have already lost precious time in our environmental efforts.
I'm also asking TCI policy has to include equity and investment in overburdened and under-served communities as a first and foremost priority. |

We also live in an area in which the public transportation system is basically set up for the commuting workers in and out of Hartford, but is very inconvenient for evenings and weekends and those folks who work a non-9-5 schedule. If we as a nation are to move ahead with clean methods of transport, we need to invest in systems that people can use as an alternative to driving .
thank you. |

Job creation in these sectors will help our economy as well, from maintenance to other related jobs that can arise from this transition to clean power and energy. Light electric rail lines are needed out to UConn from the coast and Hartford. There is a large commuter population that drives only! Tap our local college grads and hire local throughout the state to keep these grads in CT and raise their families. We are loosing by people because of the high cost of living. My children cannot afford to live here!
Underground or electric wires need to be contained in some kind of ground level system that is safe and easy to repair. We don’t have to bury them. The existing lines are wasteful and dangerous during storms.
Solar needs to be addressed in new and better ways including the ability to install our own panels or Co-op share in neighborhoods.
I agree that action going forward need to be bold and agressive to turn CT into a climate leader and create new jobs in ALL of our communities: black, Latino and white. Let’s lead the way.
Thank you.

The verbiage around the act and it’s purpose is light on details about funding formulae and the amount of control given each organization. Will representation be pro rata - with New York and Pennsylvania controlling most of the money or will it be an organization of equals- where Rhode Island is on equal footing with New York.
Although the carbon fees, which let’s face it are taxes, are punitive. Most of the benefits for this will be the urban areas where there are more transportation options. People living in rural or exurban areas tend to have to spend more for motor fuels because of the need to travel greater distances. This group receives the least benefit but will probably pay more per vehicle. I also did not see an exemption for farm uses of diesel and gasoline.
Politically, their may be issues with the state governments allowing the fees to be collected and turned over to a non-governmental entity over which they do not exercise direct control. Also there does not seem to a sunset clause that would require the agreement be actively voted on for renewal. And, in the past, Massachusetts politicians have been less than honest about which programs will actually receive the money from certain taxes.

No evidence has been shown that this gas tax increase will reduce carbon emissions, just speculation. How will this money be used? I think we all know the answer to that: WASTED!! Also, the legislature should be involved in this, as the people's representatives, not some executive order at the request of some unknown organization. Is the legislature being cut out because TCI knows it will fail? I believe that is the case. Masschusetts' taxpayers and residents should not be forced to pay for something that is not proven and not substantiated. |

There is a clear difference between the urban areas of my state and the rural areas relative to air quality and temperature. Industry and commerce will mostly be located in urban centers, and so our recourse is to do whatever we can to limit emissions from transportation by leveraging technology when possible, and rethinking the movement of people and goods.
I would like to thank Governor Baker for his leadership and request that Massachusetts formally join the program.
Please choose the most aggressive greenhouse gas reduction target that the most recent climate science tells us we need. We don't have time to waste.
Please ensure that the policy prioritizes clean investments in areas overburdened by pollution and/or for those who don’t have access to transportation choices.
Finally, let's please continue to be a state that leads at the national level when it comes to policies such as this - policies that will help turn the tide on climate change, and help us find better ways for choices for people when it comes to cleaner transportation across the Commonwealth.
Thank you.
