I don't pretend to know all the ins and outs of the TCI, but from what I have read about it, the benefits for Vermonters (especially low income and rural Vermonters) and benefits for the... read more I don't pretend to know all the ins and outs of the TCI, but from what I have read about it, the benefits for Vermonters (especially low income and rural Vermonters) and benefits for the climate and our environment, far outweigh any risks. We are in a dire situation with the climate crisis, and we need to take innovative steps to prevent the worst case scenarios. The TCI seems to be a win-win initiative, joining other states in the region to bring revenue into our state to better enable us to take actions that will significantly decrease carbon emissions from the transportation sector. We must join this initiative! Otherwise, we have missed an important opportunity. Thank you. |

-Incentives and fees to promote battery electric delivery vehicles, garbage trucks, construction vehicles, etc.
-Tax credits for battery electric or plug-in hybrid electric car buyers
-Incentives for dealerships to sell battery electric or plug-in hybrid electric cars
-Elimination of all subsidies to fossil fuel companies
-Corporate carbon taxes and/or caps
-Higher gasoline tax
-Fees for businesses and homeowners generating excessive landfill waste
-Subsidies to expand public transportation accessibility and desirability
I live 7 miles from my workplace and enjoy the privilege of riding my bicycle to and from work. Otherwise I drive a gasoline car. I would ride more often if there were more desirable bicycle routes or roads with bicycle lanes. I would also take public transportation if there was a bus running every 15-20 minutes that would not require 1 or more transfers. Lastly, I would drive an electric vehicle if I could afford one. |

The... read more General statement: Transportation is the largest source of air pollution in the region, and we need to build a modern, clean, safe, and accessible transportation system for the 21st century. The more we limit pollution from motor fuels, the more jobs we create, the more the economy grows, the healthier our air becomes, and the more lives we save. Massachusetts should join TCI to fund better transportation infrastructure, reduce traffic, and make my community a cleaner, safer place to live.
Public Health: It is clear that air pollution from cars, trucks, and buses have become a huge detriment to my community’s health. Air pollution has been linked to a variety of health problems, including asthma, heart disease, and lung cancer, and the more ambitious TCI is, the more our community stands to benefit from a cleaner transportation system. I urge my Governor to join TCI and push it to be as ambitious as possible, for the sake of my community’s health and livelihood.
Rural areas: As a person living in a rural area, I think that TCI is extremely important. When states join TCI, they have the opportunity to invest in rural communities where transportation options are limited. Joining TCI would allow Massachusetts to ensure that rural communities aren’t left behind in the green transition and stuck behind the wheel of costly, inefficient vehicles. Governor Baker should push for an ambitious TCI program so that rural communities like mine get the solutions they need.

Encourage fewer short car trips with alternatives that actually work, not poorly funded public transit used as a last resort or dangerous bicycle lanes that only the foolhardy will ride. The fewer cars and trucks on the road, the fewer investments we need to expand highway and road infrastructure.
Modeling should also address low-income disparities in polluting effects. When averaging air quality improvements over a county or region, these disparities don’t show up. Improvements to benefit low income neighborhoods are few and the last to be implemented. For example, few people in low income areas can afford a car, and the cars purchased are usually second-hand—not the cleaner and more expensive electric vehicles. Coupled with the fact that many low income neighborhoods are located in areas with other air quality impacts (industrial and power facilities, highways and shipping terminals); models that show regional improvements gloss over the fact that there are local areas not experiencing improvements. Please model the “polluted hot spots,” and ensure that funding and improvements go to where it’s really needed. |

It makes so much sense to me that we join forces with other states (following the example of REGGI) to make sure that we can make a serious impact on addressing the major contributor of our carbon footprint. No plan is perfect, but we mustn't let the perfect be the enemy of the good. At this critical juncture, without a plan at all, we would be signing away this planet's future. I refuse to do that to my children. Or anyone else's. |
