I think that Amazon is doing the right thing by creating more electric vehicles including tractor trailer electric vehicles in order to reduce the carbon footprint which is a result of using diesel fuel powered vehicles. |

We need to minimize Vehicle Miles Traveled, improve gas mileage and increase the percentage of EV's in the fleet in order to reduce emissions generated by individual vehicles, and create walkable communities with bike/pedestrian and transit alternatives that facilitate mobility without using a car. The Transportation & Climate Initiative is a step forward in that direction. |

Overall, TCI represents an important step for our commonwealth to be better regional stewards of our climate and receive financial benefits. Especially by adopting TCI and incorporating strong equity provisions, we can ensure that emissions are reduced and communities that are disproportionately impacted by the climate crisis receive disproportionate health and financial benefits.
Specific recommendations:
Air quality monitoring commitments should be integrated into the Model Rule.
Each Participating Jurisdiction should establish air pollution reduction targets.
Establish an equity advisory board
TCI-P decision-makers must attribute the same weight and urgency to comments from
overburdened and underserved communities discussing impacts of TCI-P on those communities
as they do to comments regarding technical program design.

The Transportation and Climate Initiative Program (TCI-P) is a welcome step forward to addressing this major source of pollution, while steering needed investments in a modern, sustainable transportation system.
Funding provided by the TCI-P could help with ongoing efforts to put more electric vehicles on the road in Virginia along with equitably distributed charging infrastructure across the state.
The TCI-P also presents the opportunity to drive investments in a cleaner transportation system in the communities that have suffered the most from vehicle pollution. While the model rule calls for at least 35 percent of TCI proceeds to go toward frontline, impacted communities, here in Virginia I would hope we go above and beyond that benchmark, investing at least half of our TCI revenue in programs and infrastructure that will lower this disproportionate pollution burden.
I hope this important framework moves forward for the good of our climate, our health and our future.

We must constantly limit the amount of emissions in order to attain attain a sustainable level in our environment! As always once a ruling is in place, it must be allowed to reach levels and maintain them. It is only when regulations are in place, we see progress. We must address this source of pollution to protect clean air, tackle the climate crisis, and begin the hard work of remedying years of systemic discrimination that resulted in more car exhaust and dirtier air in overburdened, underserved communities.

A 2018 report from the Intergovernmental Panel on Climate Change (IPCC) confirms that meeting the Paris Agreement's 1.5-degree target will require cutting GHG emissions roughly in half by 2030, and achieving net zero emissions by 2050. See Bill McKibben, "How 1.5 Degrees Became the Key to Climate Progress," New Yorker (April 21, 2021), at https://www.newyorker.com/news/annals-of-a-warming-planet/how-15-degrees-became-the-key-to-climate-progress.
Achieving these reductions will be challenging. A recent forecast from the United Nations' World Meteorological Organization finds "a 20% chance that global temperatures will be 1.5 degrees Celsius (2.7 Fahrenheit) higher than the pre-industrial average in at least one year between 2020 and 2024."
