New informational video explores technical details of TCI-P allowance market, auctions, and compliance

The Transportation & Climate Initiative (TCI) today shared a pre-recorded informational webinar exploring the logistics of the proposed Transportation & Climate Initiative Program (TCI-P), which aims to put a brake on transportation pollution and invest in healthier communities and cleaner, more equitable transportation. The webinar includes presentations by officials from TCI jurisdictions and experts involved with other ongoing market-based pollution reduction programs. It highlights provisions of the draft Model Rule released for public review on March 1. The webinar begins with an overview of regional goals for the TCI-P program, including ensuring environmental justice and equity in the program. Speakers discuss details of the TCI-P’s proposed approach to allowance auctions, market stability mechanisms, and how fuel-system participants would meet compliance with proposed TCI-P requirements. Speakers also respond to related questions stakeholders have raised in recent weeks.
The presentation is part of TCI jurisdictions’ ongoing public engagement to inform the development of a Model Rule for TCI-P, which participating jurisdictions will use as a template for implementing compliance requirements for fuel distributors regulated by the program. Public input on the draft Model Rule is most helpful if submitted by May 7, 2021. There is no deadline for input on public engagement planning and strategies. Interested people and organizations are encouraged to provide input through the TCI-P Public Input Portal.

More information on participating in the TCI-P development process
On March 1, TCI-P jurisdictions shared a draft Model Rule, along with an update on public engagement planning via a live public webinar attended by over 600 people. Interested people and organizations are encouraged to submit input on the draft Model Rule and public engagement planning through the online TCI-P Public Input Portal.
Transportation & Climate Initiative jurisdictions also updated the Frequently Asked Questions, answering some common questions received from members of the public.
