Private transportation with one person per automobile is a major contributor to greenhouse gases. Inter-city and inter-town public transportation is extremely slow and unreliable. Commuter rail needs to be converted from diesel to electric. Battery electric buses need to replace gas buses. Municipal fleets need to be electrified. Fares need to be accessible to the people who need affordable transit the most, without expectation of public transit paying for itself. People need to get to work. Please make the public transit element of climate justice your highest priority. Thank you, Denis Dettling Kalthofer |

Than you for your consideration. |

I have many clients who have to travel for work, whether it be to BIW, or in the construction field around and out of state, or to the Lewiston/Auburn area for work, most of these people make low-middle class wages and are struggling to support their families. I also see many college students who travel daily from the Rumford area to UMF and to Auburn to Central Maine Community College. They travel now because it is cheaper than renting an apartment in those areas, but if you add this gas tax then traveling is no longer an option, and also the possibility of furthering their education. Forcing electric vehicles in Maine is not going to help anyone or the environment. Stop trying to hurt the people of Maine with higher taxes! We are already one of the most heavily taxed states! |

Many trains, buses, and stations haven’t been retrofitted in decades. For many people in rural parts of our states, there are zero viable public transportation options, which forces them to drive.
By making polluters pay and creating a dedicated source of funding through TCI, we’ll finally be able to move our state to a 21st-century regional transportation system that is cleaner, more reliable, more accessible, and more affordable. We’ll see less traffic, thousands of new jobs, and less dangerous air pollution. All communities — whether urban, suburban, or rural — will benefit.
Our air is making too many of us sick — and if history is a guide, it’s not going to get better on its own. We need to take bold and concerted action to reduce the carbon impact of our transportation system, and TCI’s combination of using pricing policies that discourage polluters and modernizing our public transportation system will do exactly that.

Adjustment to climate change is no longer a choice, it's a necessity , and we must act immediately to avoid further damage to our planet. TCI will not only curb emissions from the companies most responsible, but the revenue received from the investment portion of the cap-and-invest plan will go into making clean public transportation a more attractive option than driving. Hopefully Connecticut and the rest of the TCI states will become an example of environmentally conscious policy done right. |

In addition, within metro Boston more bike lanes need to be developed and protected from vehicular traffic. Our streets are too dangerous for bikers! The MBTA needs a major infusion of funds and overhaul. And we need more EV buses and local vans for short trips. Lyft and Uber aren't the solution. Data shows that they are adding to the traffic problem because more cars are driving around empty, waiting for rides. This is a serious crisis - but one that can be solved.

Like you, I am no fan of additional taxes, however; this is a tax we will not have an option to add or not add and is a two pronged benefit to our State. We will benefit in revenue beyond our contribution and we will benefit the state, regional and national climate. As other commentators have noted, the fastest way to get people's attention and participation in reducing our use of fossil fuels is in the proverbial pocketbook. Already we have a high number of hybrid vehicles (myself included since 2005) and fully electric vehicles (my daughter with a shorter commute) additional gas cost will influence our citizens to seek alternatives that will benefit us all. The additional revenue to the State can be directed to efforts to further reduce carbon pollution or redistributed to offset the costs of converting to alternative fuels, home heating, etc. This looks like a real "win/win" for Vermont, I urge you to take advantage of it! |

Transportation is the biggest greenhouse gas emitter in Massachusetts and across the world. Transitioning to all-electric vehicles is a relatively easy and effective way to move us toward a carbon neutral environment. This transition will have the added benefit of cleaner air and lower health costs related to respiratory diseases. The government needs to help not only by improving public transportation, which should be 'green', but also by incentivizing electric vehicle purchases by individuals. The latter requires charging stations on all highways that ultimately will replace gasoline stations. In the short term, it also requires financial incentives, including rebates for electric vehicle purchase and home charging station installations. The federal government is moving us backwards. The states need to shoulder the burden of moving us forward for the sake of current and future generations. The eastern states can and should sent an example for the rest of the country. |

Our region needs improvement on both these fronts immediately. Many of us who are concerned about climate change will be carefully following what the response is from each our region's leaders to implementing the TCI plan. This plan has been carefully crafted and vetted over time and deserves support from any prominent regional leader who has similar concerns about climate change as well as transportation infrastructure improvment. |
